I have some English concepts in my glossary with one source term in English, but various target terms (synonyms) in German. - This works well in the original glossary, but when I export the glossary to merge it with others (in any of the available formats), only one of the German terms gets exported. - Is this as expected?

This is indeed the expected behavior, if you’re exporting in CSV or XLSX formats, only one term per language is exported. However, the TBX format supports exporting all language terms, so you might consider using TBX if you need all terms to be exported.
