I found that numbers of “translated” and “voted” in report/top-members page are diff to those number of member detail pop-up. Please tell me about the diff since I am going to use those numbers to pay.

Top members shows everything translated by that user within timeframe you selected. Like all content, stings that are presented in the project right now + everything that were merged/deleted/remove and so one (deleted after that user done translation).
In the profile, it should show current status of user’s suggestions. So, if for example, user translated something, that you’ve deleted the file (so translations are lost now) → they wouldn’t be included into user’s profile.
You need to generate reports monthly, or use some advanced options, like this one
