I cannot create a project. I configured all fields. Then press “Create”. Then I receive a message with text “This action is not allowed. Please contact our support team for more details.”. No other details are provided.

Crowdin remains fully available for translators and proofreaders, but the platform doesn’t provide any kind of new license (free or paid) to residents of Russia.
