Is it possible for translator or proofreader to change context of string in the crowdin directly? Like source text, or its context, or parameters like maximum UI length and so on. Are the able to do that, right?

Yes, but for managers only. Editing context - means editing this context or the string via Crowdin Editor?
Translators and proofreaders can’t access source files so they can’t change the context
