You’re working with a Private-based project, right? And using the Free Plan tier?
If so, under the Private (Free) project you can work with Vendors (Agencies) only.
Kindly switch Project visibility from Private to Free (In the project Settings) → once you do it, you’ll be able to invide stand-alone translators into the project.
