After creating a personal access token there is the warning “Personal access token is invalid.”

Yes, it should be possible.
It’s called Gitlab enterprise in Crowdin
Still, it may be not available for your current plan (it’s considered a high-end feature), you can scroll through the comparison table on Crowdin’s pricing page.

Yeah, it’s a premium feature available only for high-end subscription packages.
I use API as an alternative - spend couple of hours to set it up, but get almost the same workflow:
